摘　　要：大学的二级学院治理是大学制度建设的重要内容,但目前二级学院治理在理论研究和实践上都重视不够。对92所大学的章程分析看出,二级学院办学主体地位没有得到充分落实,仍然没有突破传统的校院关系;在二级学院治理结构方面,章程未能起到应有的制度规范作用,在二级学院治理的实践中仍然存在许多问题,二级学院内部权力边界不清,缺乏相应的议事制度。二级学院治理首先应以建立新型校院关系,进而在领导体制、学术管理以及民主管理等方面认真解决存在的问题,完善治理结构,不断提高二级学院的治理水平。School governance is an important aspect in the construction of university systems. However, the attention it attracts is quite lacking currently. In an analysis of 92 university charters, it is evident that the relation between the school and the university, as well as the implementation of the former, has not yet made any advances beyond its traditional status. In terms of governance structure, most university charters do not specify the role of the school in the system. There are still many problems in the practise of school management, such as the unclear boundaries of internal managerial power and the lack of specific procedural systems. Governance at the sc.hool level should first establish a new type of relationship between the school and the university, and thereafter solve existing problems in leadership, academic management, and democratic management in order to continue to improve the management structure and level.
