摘　　要：桑斯坦认为互联网媒体传播中的信息协同过滤机制将导致公众"共有经验"的缺失,从而瓦解了协商民主的生存根基。这种观点偏向于悲观,因而存在一些争议。但桑斯坦通过"公共论坛"和"圈子协商"的讨论,也指出了互联网可能推动民主建设的一面,并强调了政府应当在其中发挥积极的作用。在当下的网络媒体环境中,这些讨论既显示出深刻的洞察性,也需要在实践中确证和检验。Sunstein believes that the Internet media to disseminate information in the collaborative filtering mechanism will lead to the public ＂shared experience＂ is missing, so the collapse of the foundation of the survival of Deliberative Democracy. This view is biased in favor of pessimism, so there is some controversy. But Sunstein through the ＂public forum＂ and ＂circle of consultations,＂ the discussion also pointed to the Interuet may promote democracy -building side, and stressed the government should play an active role. In the current online media environment, these discussions not only demonstrated a deep insight into the nature, also requires confirmation and tested in practice.
