高校去行政化的基本思路与改革模式——新制度主义的视角

摘　　要：中国高校去行政化改革面临着制度变迁的困境,受到外部宏观环境的约束,势必遭到既得利益群体的阻挠,同时面临着其他不利因素。因此,改革存在很大的挑战性、风险性和不确定性。需要对改革进行分类、分层次操作,科学认识改革的对象、内涵、主体与目标。高校去行政化改革的基本思路是遵循综合多元主义方法论,在力场分析基础上重构改革的动力系统,同时遵循思想解放先行与达成改革共识优先、强制渐进的制度变迁方式和国家领导人挂帅的改革战略模式。University administralization is facing the institution predicament, constrained by the macro environment in China, inevitably opposed by the vested interest groups, and encountering the other adverse factors as well. So there is a big challenge, risk and uncertainty in the process. Practicing the reform by classification and hierarchy, and scientific understanding of the object, connotation, subject and aim, are needed. According to comprehensive methodological pluralism, we should reconstruct the power system based on force field analysis, and follow the reform strategy modes like this ： emancipating the mind and reach consensus first, integration of compulsory and gradual institutional change, and national leaders of the command.
