摘　　要：[目的/意义]通过研究网民行为影响因子找出网络恐怖事件的影响因子,并进行因子风险评级。[方法/过程]运用层次分析法从网民特征、网民情绪、网络环境和事件因子四个主要准则层出发,通过元分析法找出网络恐怖事件的16个影响因子,并用ABC分类法对这些因子进行风险分类。[结果/结论]发现网民在网络恐怖事件中行为容易受到环境和其他网民的影响,事件本身严重程度也是事件重要的影响因子。得出的因子排序作为判断网络事件风险大小提供参考,辅助网络反恐决策工作的有序进行。[ Purpose/Significance ] The aim of this study is to identify the impact factor of network terrorism attacks and carry out the afterwards factor risk rating based on studying the impact factors of netizen behaviors. [ Method/Process ] Using analytic hierarchy process （AHP） method, four major rule layers including netizen characteristics, ne/izen mood, network environment and the event factor are studied, then 16 factors of network terrorism attacks are identified by meta-analysis, and the risk factors are sorted by the Activity Based Classification method. [ Result/Conclusion ] The netizen behaviors in the network terrorism attacks are apt to be affected by environment and other netizens, and the severity of the event is also an important factor. The ranking of factors can provide a reference for the work of network anti-terrorism.
