摘　　要：In the process of promoting social and economic development,people in the Tibet Autonomous Region usually face various kinds of difficulties.On one hand,the ecological condition of the QinghaiTibet Plateau is quite fragile.If itIn the process of promoting social and economic development, people in the Tibet Autonomous Region usually face various kinds of difficulties. On one hand, the ecological condition of the Qinghai- Tibet Plateau is quite fragile. If it were to become damaged, recovery is hardly attainable within a short period. To take environmental deterioration as the substitute of economic development, therefore, is something that must never happen.
