挪威青少年体育组织治理机制研究

摘　　要：20世纪90年代早期,随着青少年体育政策的有效实施,以及青少年体育的大力推广,体育组织共同决策这一概念开始在挪威体育领域出现。运用文献资料法、逻辑分析法,对挪威青少年体育组织治理机制进行了深入研究。研究结论认为:自1992年至今,挪威体育联合会共同决策呈现出2个不同阶段,每个阶段共同决策模式不同:1)个为社会组织委员会模式(1992~2004年);2)个为网络组织模式(2004~2013年)。在委员会模式中,青少年代表入选青少年委员会,担任体育联盟咨询机构职务,委员会领导进入挪威奥委会和体育联合会理事会。在网络模式中,青少年建立网络并进行相关协商活动,并且对挪威奥委会和体育联合会施加影响,而青少年代表和其他任何候选人一样,必须经过选举产生。In the early 1990 s,with the effective implementation and promotion of youth sports policy,the concept about joint decision-making of sports organization came to emerge in the field of sports in Norway. By the methods of literature review and logical analysis,an in-depth study on the governance mechanism of the youth sports organizations in Norway was carried out. The research concluded that the joint decision-making of Norway Sports Federation has presented two different stages which held different patterns since 1992. The first pattern is social organization committee（ 1992-2004） while the second is net work organization mode（ 2004-2013）. In the first pattern,youth representatives are elected to be the members of the youth committee and position in the sports league advisory body,meanwhile the committee leadership undertakes responsibility in the Norway Olympic Committee and Sports Federation Council. In the latter one,the elected youth representatives build up network,conduct negotiation activities and exert influence on the Norway Olympic Committee and Sports Federation Council.
