整体性治理视角下的校政企合作长效机制构建——以湖南电大行政管理专业实践教学基地建设为例

摘　　要：如何有效破解广播电视大学实践教学基地建设中学校、政府、企业三元主体在合作理念、追求目标、制度建设及组织设计等方面的碎片化现状,一直是校政企合作的难点。整体性治理理论着眼于组织整体目标的达成,注重不同主体、不同部门之间的协调、整合,为解决校政企跨部门合作提供了良好的范式取向。广播电视大学在向开放大学的转型升级中,破解校政企合作共建实践教学基地之间的诸多碎片化问题,需要在整体性治理的指导下,积极发挥政府主导作用,分别从认识层面、管理层面、建设层面、沟通层面、评估层面构建校政企合作的利益共享、责任共担、资源共建、问题共商、结果共评等协调与整合机制,以充分发挥广播电视大学、政府与企业三元主体的积极作用,从而形成合作共建长效机制。It has always been one of the most difficult tasks for college-government-enterprise cooperation to solve fragmentation issues in terms of vision,targets,institutionalization and organization structure of practical teaching bases by the three parties involved.The holistic governance theory focuses on achieving the top targets of the organization,valuing coordination and integration of different stakeholders and different departments and providing a reasonable paradigm for college-government-enterprise cooperation.In order to solve the fragmentation issues in the transformation and upgrading process of The Open University of China and to construct a long-term co-building mechanism,coordination and integration mechanisms must be constructed,well informed by the holistic governance theory,covering these areas:shared interests and responsibilities,resources sharing and co-building,problems facing together,and results co-evaluation.
