高校二级学院科研绩效评估的差异性研究

摘　　要：在高校科研绩效评估中,利用锥比率DEA方法对二级学院科研绩效进行评估,能够充分考虑到二级学院之间的个性差异。其评估思路为:首先,学校给出各科研考核指标的优先次序,体现学校对二级学院科研绩效的统一管理和公平性把握;其次,二级学院以各考核指标的优先次序为约束条件,利用一组最有利于自己的权重自我评价,同时用这组权重评价同行,突出二级学院的个性特征;最后,综合每个二级学院的自我评价和同行评价作为科研综合绩效评价。In the performance evaluation of colleges and Universities,C2 WH method is used to evaluate the scientific research performance of secondary schools in the performance evaluation of University. The evaluation route： first of all,the colleges and universities set indexes of scientific research achievements in priority order. And then,schools and departments conduct self-evaluation using a set of most favorable weights which are also used to evaluate the peers,with the constraint of priority of scientific research indexes. This way underlines the personality of secondary schools. Finally,self-evaluation and peer assessment of each department would be integrated as comprehensive performance evaluation of scientific research.
