摘 要:淮北市旅游业存在旅游资源集群性低、开发特色不明显,旅游基础设施不完善、旅游产业规模小,地区间旅游合作不足、缺乏整体性和系统性规划等问题。因此,高铁时代下淮北市旅游发展应定位区域市场、深化地区合作,做好旅游营销、政府主导,加大基础设施建设、提升旅游形象,突出旅游开发重点、打造区域特色旅游品牌,引进资金和先进管理、促进旅游产业升级,全面发展智慧旅游、提升淮北旅游服务水平,创新旅游线路设计、开发精品旅游线路。Traffic factor is an important condition for the development of regional tourism, and the key factor for the develop- ment of tourism resources. Taking Huaibei city as the research object, this paper discusses the influence of high-speed railway on the tourism resources development model of cold tourism spot, and puts forward the following measures including: promoting tourism marketing with the help of the opening of the high-speed railway, relying on the interjection cities by the Efficacious Ca- nal which successfully applied for the list of world heritage, creating distinctive cultural tourism products, developing attractive mountain tourism and wetland ecological leisure tourism in plain area, promoting rural tourism industry through the advantage of temperate fruits, making overall planning, boosting key development, facilitating prominent specialty, improving the quality of tourism services, and producing tourism scale effect, aiming at promoting tourism from cold to hot.
