摘　　要：世界一流大学建设是政府与高校之间的一个契约,政府和高校围绕世界一流大学建设形成了委托代理关系。为更好地履行世界一流大学建设契约,政府需要汲取激励契约理论中的有益思想,在世界一流大学建设配套政策制定,尤其是资金管理和拨款政策上,综合采取多种激励契约形式,有效激励高校和高校校长努力工作。The construction of the world-class universities is a contract between the governments and the universities, and the governments and universities form a principal-agent relationship around the world-class universities construction. The governments need to draw useful ideas from incentive contract theory and adopt various incentive contract forms when they formulate the follow-up policies of world-class universities construction, especially the capital management and allocation policies to encourage colleges and universities and their principals to work hard in fulfilling the contract of the world-class universities construction better.
