企业型社会组织参与教育评估:教育评估格局中的一个新视角

摘　　要：随着市场在资源配置中作用的彰显和公共治理的深入推进,企业型社会组织参与教育评估具备了可能,但同时也存在一定的风险。在事业型评估机构行政色彩浓厚,还需较长时间去行政化,在半事业型评估机构组织管理松散、工作效率低下的现阶段,支持企业型社会组织参与教育评估,是当前政府推进管办评分离的一个新视角,也是一种较好的选择。除了加大公共服务领域放权力度,还要向不同主体平等放权,完善政府购买服务机制以及企业型社会组织参与教育评估机制。With the promotion of the function of the market in resources allocation and the deepening of public governance, enterprises participation in education assessment is possible, but there are also some risks. At present, administrative evaluation organizations exist strong bureaucracy, and need a long time to de-administration. Semi- business evaluation organizations face confused management and inefficiency. Supporting enterprises to involve in education assessment is a new perspective and better choice for government on promoting seperation of management, assessment and school running. Government should strengthen decentralization of education public service, decentralize equally to different subjects, improve mechanism of government purchasing education services from society, and improve mechanism of enterprises participation in education assessment.
