摘　　要：张康之教授在《论伦理精神》中总结了三种社会治理模式,德制将是后工业社会的治理方式,道德自觉是建构伦理精神的重要路径;同时权力、法律也可以与道德相契合,通过道德制度化建构伦理精神。国外公共管理的有益实践对伦理精神的建构具有重要借鉴意义。The author of 'on the ethical spirit' summarizes three social governance models.Ethical system is the governance model of the post-industrial society.Moral consciousness is an important path to construct ethical spirit.Power and law can be fit with the moral morality,so moral institutionalization is also an important path.Some foreign public administration practices are important reference for the construction of ethical spirit.
