摘　　要：开发人力资源,发挥第一资源优势,对区域经济协调发展、人类文明和社会进步有着十分重要的影响。西部人力资源培养性开发、政策性开发、使用性开发及总体开发存在一定的问题。要解决上述问题,只有加大西部教育投资力度,加速发展各类教育与培训;调整产业结构,以发展特色产业为突破口,以事业留人才;加快体制改革的步伐,提高人力资源的利用效率;多管齐下,解决思想观念落后问题。With the in-depth development of the Western Regions,the development of human resources influences the coordinated development of regional economy,social progress and human civilization.This article analyzed the existing problems of the human resources development,the policy development and the use development Some solutions were proposed in this article such as increasing the western investment in education and speeding up development of all types of education,training and adjusting the industrial structure,developing the characteristic industry,and keeping the talented person by the enterprise and so on.
