供给侧改革背景下高新技术产业发展影响因素及对策研究

摘　　要：推进我国经济的供给侧改革是适应我国现实发展的应有之义,从供给、需求视角分析供给侧改革背景下高新技术产业发展的影响因素差异.供给视角下,劳动力要素、政策要素、技术要素和资本要素是影响高新技术产业发展的重要因素,其中劳动力和政策要素是主要影响因素;需求视角下,社会经济发展水平和市场要素是影响高新技术产业发展的主要因素;综合视角下建立改进的柯布道格拉斯函数,得出需求和供给两方面均对高新技术产业有正向影响,供给侧弹性系数大于需求侧弹性系数,说明高新技术产业调整的重点应该放在供给侧一方,劳动力要素、政策要素和技术要素是改革的重点,需求侧市场要素和社会经济发展水平因素对高新技术产业发展的影响也不可忽视.Promoting the supply side reform of economy is to adapt to the necessary needs of China＇s development. This paper,from the supply and demand perspectives,studies the different influencing factors in the development of high-tech industry. In the perspective of supply side reform,labor,capital,technical and policy factors are important factors affecting the high-tech industry development,of which,labor and policy factors are the main factors. Under the perspective of demand,economic development level and market factors are the main factors affecting the high-tech industry development. From the supply and demand comprehensive perspectives,by using improved Cobb Douglas production function,we find that the two aspects of supply and demand on the high-tech industry have positive effect,the coefficient of elasticity of supply side is greater than the coefficient of elasticity of demand side,indicating the high-tech industry reform should focus on the supply side,and should focus on the factors of labor,policy,and technology factors. However,the influence of the factors of market and social economic development level in demand side on the high-tech industry development cannot be ignored.
