摘  要:英国高等教育在从精英型转变为大众参与型的进程中,其治理范式、组织结构都发生了深刻的变革。1992年高等教育与继续教育法之后,英国高等教育结构从双轨制统一为一元结构模式。目前,英国高等教育呈现出灵活多样的发展模式,结构上趋同的同时,又显现出多元化的发展趋势。多元化的发展模式是英国高等教育结构独特的定义途径,它规避了高等教育系统在形式上的结构分化。英国高等教育在一元结构模式的基础上,呈现出相互重叠,动态平衡,各具特色,层级化的结构特点。With paradigm shift from the self governed to funding council model, great impact has been on the governance and the structure of British higher education. After the 1992 Further and Higher Education Act, British higher education changed from a binary to a unitary structure. However, within the context of persistent government support for an institutionally diverse model, this article is to present an analytical interpretation of the structure of British higher education with the purpose to explore the evolving character of the unitary model that has prevailed in Britain since 1992. The support for a diverse model of higher education represents a particular approach to defining the structure of higher educa- tion. It aims to interpret the key ingredients of institutional diversification and construct alternative structural models of higher education. By exploring the changing structure of British higher education since the creation of the unitary mode, there has been a steady emergence of flexible higher education in UK with both convergence and diversification and suggests a model consisting of a shifting balance of overlapping sectors that encourages institutional innovation and becoming more hierarchical, which differentiation is becoming stratification.
