摘 要:[目的]了解广西市级妇幼保健院医务人员的薪酬水平和结构情况,为建立符合行业特点的薪酬制度提供依据。[方法]采用描述统计分析方法分析广西14个市级妇幼保健院财政收入和人员经费支出情况、编制内外人员和不同岗位人员在2013-2015年的薪酬水平和结构情况,并与社会其他单位比较。[结果]广西市级妇幼保健院财政收入和人员经费支出都偏低;医务人员人均年总收入是城镇单位在岗职工平均工资的1.3倍左右,低于市级人民医院水平,但高于市级中医院水平;编制内外医务人员收入差距较大;医务人员收入主要以绩效工资为主,有逐年下降趋势,基本工资、津贴补贴和其他收入占比略有上升。[结论]市级妇幼保健院医务人员薪酬偏低,不同岗位收入差距较小,编制内外医务人员收入差距大,收入结构趋于合理化。提高政府财政补助,增加人员经费支出,建立科学的绩效考核制度,适当提高医务人员薪酬待遇,加快同工同酬的步伐,提高医务人员的积极性。Objective To know the status of medical personnel salary level investigation of Guangxi municipal maternal and child health hospital so as to provide basis for setting up salary system which meet industrial characteristics. Methods It analyzed fiscal revenue and personnel appropriation expenditure, salary level and structure of in and out authorized strength staffs and different post from 2013 to 2015 in 14 maternal and child health care hospitals by descriptive statistical method. Compared with other units. Results Financial investment income and personnel expenditure of maternal and child health hospitals were low. Per capita annual income of medical staffs was about 1. 3 times than average wage of workers in urban units, lower than municipal people hospital's, but higher than traditional Chinese medicine hospital's. There was larger gap between in and out authorized strength staffs income. Their main income was from performance pay, hut it showed downtrend year by year. The ratio of basic salary, allowance and other income went up slightly. Conclusions The salary of medical staffs in maternal and child health hospitals was low. There was lesser gap in different post, but larger gap between in and out authorized strength staffs income. Income structure went to rationaliztion. We proposal that increase the government financial subsidies and personnel expenditure. Establish a scientific performance appraisal system to improve medical personnel salary, and speed up the pace of equal pay for equal work, improve the enthusiasm of the medical staffs.
