摘 要:为实现路企双方共赢发展,对铁路专用线建设及经营模式方案选择问题进行研究。分析目前铁路专用线?4?种建设及经营模式,即路地合建路产专用线、路企共建专用线、分段合建专用线、企业自建专用线,通过分析铁路专用线建设及经营的相关影响因素,建立铁路专用线建设及经营评价指标体系,采用模糊综合评价法对各方案进行比选,得出路企共建专用线为最优方案。最后通过实例分析说明模型符合实际决策结果,为铁路专用线建设及经营模式选择提供参考。To realize win-win development between railway and enterprise, this paper studies the program selection of construction and operation modes of railway industrial siding. The paper analyzes 4 construction and operation modes of the current railway industrial siding, which means railway production industrial siding jointly constructed by railway and local enterprise, industrial siding jointly constructed by railway and enterprise, industrial siding jointly constructed in section and industrial siding self-constructed by enterprise. Through analyzing relative influence factors of railway industrial siding construction and operation, the evaluation index system of railway industrial siding construction and operation is established, the programs are made comparison by using fuzzy comprehensive evaluation method, and then the optimal program by using industrial siding jointly constructed by railway and enterprise method is achieved. In the end, through example analyses, the paper points out the model agrees with actual decision-making result, which proveides references for selecting modes of railway industrial siding construction and management.
