摘  要:教育机会获益的不均衡是高考招生改革的常见代价。高招改革因其动态性、复杂性与不确定性,存在多种价值取向的冲突与博弈,并对教育机会均等价值取向产生正负效应。对改革代价进行分类与合理性判断是高招改革理性公平选择的重要依据。高招改革必须改变以往硬性直接干预的线性思路,代之以长效治理为主,短期干预为辅的立体化风险防控与代价补偿机制,在预防和缩小教育机会分化的同时,及时补偿改革对弱势群体可能造成的机会损害。The imbalance of educational opportunity is the common cost for the reform of college entrance examination recruitment system. For the dynamic nature, complexity and uncertainty of the reform, there are many conflicts and games in its value orientation, and it has both positive and negative effects on the equal value orientation of educational opportunity. To classify and judge the cost of reformis is an important basis for the rational and fair decision. The reform must change the previous linear way of thinking to three-dimensional risk prevention mechanism, which is long-term governance based, supplemented by short-term intervention. While the reform prevents the inequality risk of educational opportunity, disadvantaged groups should be compensated promptly.
