摘　　要：精英大学计划是德国政府推出的旨在促进德国大学尖端科研及学术创新,提升德国大学国际竞争力的重要举措,也是对德国传统教育理念的一次突破。精英大学计划自2006年实施以来,现已进行了两轮的建设。分析对比德国精英大学计划的建设过程及经验教训,对我国建设世界一流大学具有重要的借鉴意义。The elite university construction plan is proposed by the German government in order to enhance the top research and academic innovation of German universities,which is an essential measure to improve the German universities＇ international competitive power and a breakthrough of the German traditional education philosophy. Since its proposal in 2006,the elite universities have been constructed for two rounds. Therefore,it is significant for us to construct the world top universities through analyzing the German elite university plan.
