摘 要:在经济新常态下,国有企业突出重围的有效路径是进行科技创新。科技创新除了要在人力资源、资金等要素禀赋方面下功夫外,其体制机制创新亦是题中之义。本文对我国国有企业科技创新体制机制方面的主要障碍及其深层次问题、国际上可资借鉴的经验都做了阐述。在此基础上,围绕国家层面顶层设计政策环境、科技金融结合问题,国家、企业、员工的利益协同驱动体制机制问题,推进完善国有企业科技成果转化、形成生产力和提高综合国力的体制机制等三个问题,提出了完善国有企业科技创新体制机制的途径和思路。Under the new normal of economy,an effective path for state-owned enterprises to get through the close siege is to carry out scientific and technological innovation. Besides human resource,capital and other element endowments,scientific and technological innovation also requires innovation in systems and mechanisms.This paper discusses the main obstacles and underlying problems in the systems and mechanisms for scientific and technological innovation in state-owned enterprises,as well as the international experiences from which we could learn. Then,focusing on three issues,i. e.,the national policy environment for top-level design and the combination of science and technology with finance,the systems and mechanisms for benefit coordination among the state,enterprises and employees,and the systems and mechanisms for improving the transformation of scientific innovation results,forming productivity and improving the comprehensive national strength,this paper brings forward paths and lines for perfecting the systems and mechanisms for scientific and technological innovation in state-owned enterprises.
