摘　　要：建立我国土地金融政策体系,应从土地抵押制度、体制和机制方面采取相应的改进和防范措施;建立和完善农地抵押法律体系;加强金融机构在授信时的资金监管和预测分析;加强农村土地流转信托法律制度建设;统一立法,规范租赁土地使用权流转的限制条件;强化政府在土地流转和农村养老保险中的责任和主要地位。For the establishment of our land and finance policy system,we should take corresponding improvement and preventive measures from the land mortgage system,system and mechanism;establish and improve the legal system of the land mortgage;strengthen financial supervision and forecast analysis in the credit of financial institutions;strengthen the transfer of trust legal system construction of rural land circulation restrictions;unify legislation,and regulate the restrictions on the transfer of land use rights;strengthen the government responsibility and the main status of land circulation and rural endowment insurance.
