“两山论”下民族地区生态扶贫的法治保障

摘　　要：习近平总书记"两山论"重要论述,为我国生态建设和扶贫攻坚实现双赢提供了全新的理论基础和方法指引,民族地区在生态扶贫方面潜力巨大。针对现实中面临法律制度、法律观念和法律人才等短板因素,国家和民族地区应提高环境保护法效力层次、加大环境执法和司法力度、强化"微腐败"治理力度、提升民族地区法律人才培养层次等,为民族地区生态扶贫健康快速推进提供长效的法治保障。XI Jin-ping＇ s ＂Two Mountains Theory＂ provides new theory foundation and methodology for ecological construction antipoverty alleviation , which brings many potentials to ecological poverty alleviation in ethnic areas. Facing with many weak points such as legal system , legal idea and legal talents, we should supply long-term law guarantee for ecological poverty alleviation in ethnic areas by improving the effectlevel of Environmental Protection Law, enhancing stricter environmental enforcement and judicature, making further governance of micro-corruption and increasing training level of legal talents , and so on.
