摘  要:在"一带一路"背景下,文化资源开发利用是少数民族地区经济社会发展的有效手段,重庆彭水苗族土家族自治县少数民族文化资源丰富,对于深入研究长江上游少数民族文化资源的可持续开发具有典型代表意义。重庆彭水县在文化资源开发的过程中存在市场主体薄弱、产品开发难度大、资源应用不全面、产品吸引力较弱、体验性不足等困难,需要结合自身特点,不断完善竞争力培育模式、构建均衡开发模式、创新一体化宣传模式,同时坚持开发文化产品类型、加强人才资源建设、丰富节事活动等途径全面加强民族文化资源转换力度,促进民族文化产业的稳步发展。Under the background of " The Belt and Road Initiative ", cultural resources utilization is an important approach to promote ethnic minority areas economic development. Pengshui Miao and Tujia autonomous county with rich cultural resources, is the only one area of Miao ethnic habitation in Chongqing .But in the process of cultural resource development, it exists some problems, such as market entity awareness weak, product development difficulty, resources application incomplete, poor attraction and insufficient experience of products, So it must adhere the principle of comprehensive, coordinated and sustainable development, through improving the government monitoring and management system, expanding financing channels, innovativing development types of culture product, strengthening human resource construction, expanding propaganda, hosting festival activities, and using multiple ways to enhance the transformation of cultural resources, promote cultural industry development in ethnic minority areas.
