摘　　要：专利质量问题已成为影响我国高校专利工作开展的关键。文章以申请阶段为切入点,对高校专利质量展开研究,不仅符合我国现状,而且能够针对性地提出发展对策,具有重要的理论和现实意义。通过申请阶段影响专利质量因素的理论分析和问卷调查,研究发现:条件寿命期、权利要求数量与申请人是否有企业对申请质量有显著影响;高校与企业合作申请存在第三方依赖;企业合作申请比高校更谨慎;高校专利权人的申请行为较企业更功利;在权利要求书形成过程中较企业更缺乏主动性。最后,文章基于上述研究结论提出了高校提升专利质量的应对策略。Patent quality has become the key to the development of patent work in universities in China. Using the application stage as the breakthrough point, the patent quality of universities is more in line with the current situation of our country, and thus it will play an important role in not only theory but also reality. By analyzing the factors that affect the quality of patent in the application stage and carrying out a questionnaire survey, it was found that there was a significant impact on the quality of the patent application in terms of conditional lifetime, the number of claims and whether the applicant has enterprise. There is third party dependent on the application of the cooperation between universities and enterprises. Enterprises is more cautious cooperative application than universities. The application of the university is more utilitarian than the enterprise; and university patent owners lack the initiative in the formation of the right request form. Finally, the corresponding countermeasures to improve the quality of patent in the application stage are given.
