基于BSC的农业科研事业单位绩效评价指标体系构建——以中国热带农业科学院S研究所为例

摘　　要：文章回顾了平衡计分卡(the balanced scorecard,以下简称"BSC")理论在公共部门、非营利组织和事业单位中的运用情况,以中国热带农业科学院S研究所为案例,分析了其绩效管理中存在的问题,指出引入BSC的必要性,并借助国有事业单位战略地图模板,绘制案例单位战略地图,构建基于平衡计分卡的绩效评价指标体系,以提升农业科研事业单位的绩效管理水平和科技创新能力。The application of balanced scorecard （BSC） in the public sector, non-profit organizations and institutions was reviewed in the paper. Based on the case study of S Research Institute of Chinese Academy of Tropical Agricultural Sciences, problems in the performance management were analyzed and the necessity of introducing balanced scorecard was pointed out. With the aid of the strategic map template of the state-owned institution, the strategic map of the case unit was drawn, the performance evaluation index system was constructed based on the balanced scorecard, which will boost performance management level and science and technology innovation ability of agricultural scientific research institutions.
