摘 要:文章应用PCA和四阶段DEA综合评价模型,将技术创新效率中的外部环境影响剔除,对2014年全国31个省市地区工业企业的绿色技术创新效率进行了实证分析。结果表明:环境因素对投入松弛变量有一定影响;剔除环境因素后,全国技术创新的平均综合效率、纯效率和规模效率均有所提高;东部地区技术创新效率最高,而中西部地区技术创新效率偏低,西部地区甚至低于平均效率水平;规模报酬递减的省份均处于东部地区,而经济欠发达地区多处于规模报酬递增阶段。This paper does the empirical analysis of green technology innovation efficiency of the industrial enterprises in Chinese 31 provinces and regions in 2014, with comprehensive evaluation model of principal component analysis and four-stage data envelopment analysis(DEA), and it eliminates the influence of the external environment to the technological innovation efficiency. The results show that: environmental factors have effects on the input slack variables; excluding the effects of environmental factors, the average national comprehensive technical innovation efficiency, pure technical innovation efficiency and scale efficiency can all increase; the eastern region’s technological innovation efficiency is the highest, while technological innovation efficiency in Midwest is low, and the technological innovation efficiency in western region is even lower than the average level; decreasing returns to scale provinces are in the eastern area, while the economically underdeveloped regions are in the stage of increasing returns to scale.
