城市生态—经济—社会复合系统协调发展研究——以兰州市为例

摘　　要：社会经济与生态环境的协调发展是城市可持续和生态文明建设的必由之路。本文通过构建城市复合系统的生态—经济—社会协调发展评价指标体系,采用主成分分析、回归分析、模糊隶属度函数等方法建立城市复合系统协调发展评价模型。以西北地区重要的经济中心兰州市为例,定量估算兰州市2008-2012年生态、经济、社会各子系统综合发展水平及复合系统的协调发展度,进而探讨城市生态环境与社会经济的相互作用规律。结果表明:兰州市社会经济发展迅速,生态环境的发展相对滞后。生态—经济—社会复合系统的协调发展类型总体上属于中级协调水平,协调度的动态变化呈现波动上升趋势。说明在兰州市社会经济发展的同时,应通过优化产业结构、严守生态红线等措施,进一步提高生态环境质量。这将为兰州市及其他城市的生态文明建设和可持续发展提供可资借鉴的启示。Coordinated development of social economy and ecological environment is the only road of urban sustainable development and ecological civilization construction. By establishing the evaluation index sys- tem for the coordinated development of the urban ecology-economy-society compound system, this paper sets up the coordinated development evaluation model for the urban compound system with the methods of principal component analysis, analysis of regression and fuzzy membership functions. Taking Lanzhou the important economic center in Northwest China as an example, it estimate quantitatively the synthetic devel- opment level of the sub-systems of ecology, economy and society and the coordinated development level of the compound system of Lanzhou City from 2008 to 2012, and further explores the interaction law of urban ecological environment and social economy. The findings show the social economy develops rapidly but comparatively, the development of the ecological environment lags behind. The coordinated development of the ecology-economy-society compound system is classified into medium-level coordination in general and the dynamic change of the coordination degree is on the fluctuant rise. This indicates that Lanzhou City should improve the ecological environment quality by optimizing the industrial structure and adhering to the ecological red line while developing its social economy. In this sense, this paper can provide theoretical guid- ance for Lanzhou and other cities＇ ecological civilization construction and sustainable development.
