统计视角下的广东省民办本科院校科学管理探究

摘  要:为把控地方普通高等院校基本办学条件情况,提高教学质量和管理信息化程度,教育部于2004年在其颁布的《普通高等学校基本办学条件指标(试行)》中,提出5项基本办学条件指标、7项监测办学条件指标。基本办学指标和检测办学指标以数据统计的方式,作为衡量一所普通高等学校办学条件及核定其下年度招生规模的重要依据。相对于以往的"红黄牌"方式,指标文件对限制招生学校、暂停招生学校的范畴有了更明确的定义。在民办本科院校看来,此举将直接影响其主要资金来源——生源。随着近年来广东省教育厅不断加大对民办本科院校的考核力度,不难看出,结合高等教育统计事业数据的工作思维,根据办学考核指标开展科学管理探究,必然纳入省内民办本科院校的发展策略中。Ministry of Education issued the index for trail implementation of general institutions of higher educa-tion, so as to better grasp btsic conditions of local higher institutions, to speed up the informationization of teachingquality and management. Five fundamental and seven monitoring indicator conditions for school operation have beenpresented in the index. Statistically, these two indicator conditions can be regarded as important bases for weighingconditions of running general higher institutions as well as enrollment scale in the latter half of the year. Moreover,with respect of the past Red & Yellow Cards, index document contains more specific definitions on restriction andsuspension of schools" admissions. For non-governmental colleges, this action would directly affect the source of stu-dents that is one of the major source of funding. In recent years, it can be found that assessments to non-govern-mental colleges have been increasingly strengthened by the education authorities in Guangdong province. Therefore,combined the statistical thinking with higher education, explorations of scientific management based on assessment in-dex of school operation are sure to be exerted into development strategies for provincial non-governmental colleges.
