构建高校反腐长效机制的思考

摘  要:高校是以学术自治为核心,承担教书育人工作,具有专业性、自治性等特征并遵循独特运行机制的特殊社会组织。高校的发展状况不仅关系到教学科研水平,也关系到年轻一代人格的塑造,影响到国家和民族的未来及国际竞争力。因此,必须对当前高校腐败事件予以深刻的认识,确立以反腐为主题的长效监督检查制度,预防并减少高校腐败行为发生。高校腐败的深层原因是行政化传统管理模式带来的权力高度集中,应通过建立长效监督检查机制实现短期目标与长期目标的有机结合,在建立有效惩戒机制、防范机制和保障机制的同时,不断推进去行政化改革。Colleges and universities are special social organizations,w hich take academic autonomy as the core,undertake the w ork of teaching and education,have the characteristics of professionality,autonomy etc.,and follow the unique operating mechanism. The development status of colleges and universities is not only related to the level of teaching and scientific research,but also related to the shaping of personality of the young generation, w hich affects the future of the country and the nation and the international competitiveness. Hence,the current collegiate corruption events must be understood deeply,the long-lasting effective supervision and inspection institutions focused on anti-corruption should be established,so as to prevent and reduce the happen of collegiate corruption behavior. The deep reason of collegiate corruption is the highly centralized pow er brought by the traditional management mode of administrativization. The combination of long-term and short-term objectives should be realized through the establishment of long-lasting effective supervision and inspection mechanism,and de-administrativization reform should be continuously promoted as well as the establishment of effective mechanisms of punishment,prevention and guarantee.
