摘  要:研究了基于改进网络层次分析法(ANP)与模糊综合评价相结合对电能替代技术环保效益进行评价的方法。构建了电能替代技术环保效益评价指标体系及网络结构模型,综合归纳分析各因素间的相互作用;然后引入扰动项对不满足一致性的矩阵元素进行动态调整,克服了传统网络层次分析法一致性检验过程繁琐的缺点;引入群决策排序求得稳定权重,解决了等权处理决策者矩阵导致评价结果不准确的问题;最后运用模糊综合评价法来评价电能替代技术的环保效益。该方法能为制定合理的电能替代计划提供参考。The environmental benefits evaluation method of electric energy substitute technology is proposed based on the combination of improved analytic network process (ANP) and fuzzy comprehensive evaluation. Firstly, this paper analyzes the interaction between the various factors comprehensively, the evaluation index system and network struc- ture model of the environmental protection benefit evaluation of the electric energy substitute technology are construc- ted. Secondly, the matrix elements are adjusted dynamically according to the disturbance term, which can overcome the disadvantages of the traditional network level analysis method. Thirdly, the introduction of group decision-making is used to obtain the stable weight, which can solve the problem that the evaluation result is inaccurate. Finally, the paper adopts fuzzy comprehensive evaluation method to evaluate the environmental benefits of electric energy substitu- tion technology. This method can provide a reasonable reference for electric energy substitution plan.
