上海职业教育政策演变述论——基于1980-2013年文本的分析

摘　　要：上海职业教育政策主题的演变大致经历了三个时期。本文基于1980-2013年的政策文本分析,初步归纳出这一时期职业教育政策具有适用对象多样、涉及内容丰富、公益导向鲜明和聚焦教学质量的特征。文章在问题反思的基础上提出了政策系统化建设、政策细则研制、政策工具运用和政策评价借鉴等建议,旨在为落实《上海现代职业教育体系建设规划(2015-2030年)》提供政策建设的参照依据。The evolution of the theme of Shanghai vocational education policy has gone through three periods. Based on the text analysis of from 1980 to 2013, this paper concludes that the vocational education policy in this period has the characteristics of diverse application objects, rich content, clear public interest orientation and focus on teaching quality. On the basis of the reflection of the problems, the author puts forward some suggestions, such as the systematic construction of policy, the development of policy rules, the use of policy instruments and policy evaluation. The purpose of this paper is to provide reference for the implementation of the policy of Shanghai modern vocational education system construction plan （2015-2030）.
