摘　　要：通用航空地空话音通信网是实施低空指挥与管制的重要基础设施。为了提高连续通话质量,提出了通用航空地空话音IP组网跨区切换方法,并建立了跨电台覆盖区切换模型。该模型基于电台通话质量和位置,融合了飞行目标轨迹预测算法,考虑了飞行计划航线,确定了跨区切换电台,在确保地空话音品质的同时提高了切换效率。试验验证表明,该模型可满足通用航空目标灵活机动情况下的跨区切换通话需求,已在工程中应用。The general aviation air-ground voice communication network is an important infra-structure with the low altitude command and control. To improve the continuous communication quality, a cross-regional handoff method is proposed for the general aviation air-ground voice IP network and the cross-radio inter-district switch model is established. The model fuses the target track prediction algorithm based on the call quality and location. The flight plan route is consid-ered, the inter-district switch radio is determined and the voice quality and the efficiency are im-proved. The experimental result shows that the model can meet the requirements of cross-region-al handoff under the general aviation target flexible situation and is successfully used in the actual projects.
