论民办高校领导干部法治思维的培育

摘　　要：培育领导干部的法治思维,是推进民办高校依法治校的重要任务。以剖析高校领导干部法治思维的内涵为起点,明确其应具有的规则思维、权利保护思维、权利限制思维和程序思维。从民办高校反腐防腐、依法治校、持续发展的视角,阐述培育干部法治思维的重要性。提出法治思维培育的三个路径,即实现领导干部法律学习与教育的"常态化",对干部权力运行监督和制约的"无缝化",以及法治文化建设的"全域化"。Fostering the legal thinking of leading cadres is a significant mission to boost the legal manage-ment of private colleges and universities. By analyzing the connotation of the legal thinking of leading ca-dres from colleges and universities as a starting point,this paper aims at making clear its specific rules , rights protection, power limit and procedure thinking. The paper illustrates the significance of cultivating the legal thinking of cadres from the perspectives of anti-corruption, corruption prevention,lawful and sustainable development. In puts forward three approaches of cultivating the legal thinking , n am e ly , im-plementing the “normalization” of leading cadres＇ legal learning and education , the “ seamlessness” of ca-dres, supervision and restraint,the “globalization” construction of the rule of law culture.
