摘　　要：成都正处于经济转型升级发展的关键时期,实施企业"走出去"战略,是成都构建开放型经济新体制的需要,是提升成都产业竞争力的需要,也是加快融入国家"一带一路"战略的需要。本文以"一带一路"国家战略为研究背景,以符合政策导向、有利于推动成都企业"走出去"发展、与目标国互惠共利为前提,从深化认识入手,从理论和现实两个层面解读企业"走出去"的内涵;从发展现实把脉,明确成都企业"走出去"的现状、困境和制约因素;从对策建议落地,从政府可操作角度提出推进成都企业"走出去"的应对策略和对策建议。Chengdu is in a critical period of transformation and upgrading of economic development, the implementa-tion of the strategy of Outward Foreign Direct Investment, is the need for Chengdu to build an open economic system, and to promote Chengdu industrial competitiveness,but also speed up the need to integrate into the Belt and Road Strategy. This paper, taking the Belt and Road strategy as research background, based on the premise of policy guidance to promot-ing the development of Chengdu＇s Companies to go globally strategy and mutual benefit with the target country, starting with the deepening of understanding, analyzes the connotation of Outward Foreign Direct Investment from two aspects of theory and reality. It clears the status quo, difficulties and constraints for Chengdu＇s companies to ＂go out＂. Finally, some countermeasures and suggestions which can be operated by the government on how to promote the ＂going out＂, of Chengdu＇s companies are put forward in this paper.
