摘　　要：本文就美国双语教育不同时期的历史演变过程进行探讨,观察其内在的发展规律可知:政治因素决定美国双语教育政策发展和变迁方向;多元文化推动美国双语教育的不断发展和壮大;地方政府决定美国双语教育政策的执行力和效果;语言价值取向决定美国双语教育政策目标的转向和发展。In this paper, American bilingual education in different historical periods is discussed and its inherent law of development shows that 1 ） the development and changing direction of American bilingual education policy are determined by political factors; 2） the constant development and growth of bilingual education is promoted by multi-cultures; 3 ） the implementation capacity and effects of bilingual education policy rely on the local governments; and 4） the object orientation and development Of bilingual education policy are decided by language value orientation.
