摘　　要："社会共治"是农村食品安全监管改革的必由之路,而广大村民对于食品安全监管参与度一直走低,这成为农村"社会共治"的"瓶颈"。指出实现农村食品安全社会共治的关键在于构建和完善乡规民约。因此借鉴古代"乡治"的经验,对乡规民约的宗旨、制定程序、内容和实施方式提出了完善建议。Social co-governance is the crux of reformation of the rural food safety regulatory system. However it has become such a bottleneck problem in caring out social co-governance that the degree of the majority of villagers participating in food safety supervision has been low. The article points out that the key to solve this problem is to build and improve the rural rules. This paper aims to offer a proposal on the purpose, procedures.
