摘　　要：文章讨论了高校战略规划的五种内涵解释,认为规划有静态和动态之分。高校战略规划与决策的关系是辩证统一的,二者相互联系、相互依赖、相互补充,统一于大学组织的职能履行和发展中。高校战略规划决策评价应从四个维度来进行,即规划决策分析的科学性、规划决策方案的可行性、规划决策实施的执行性和规划决策结果的有效性,从而更加科学有效地推进学校发展。This paper discusses the five kinds of connotations of college strategic planning, which could be classified into two categories： ＂ static＂ and ＂ dynamic＂. The relationship between college strategic planning and decision making is dialectical and unified. They are interrelated, interdependent and complementary to each other in the performing and running of university organizations. College strategic planning decision evaluation should be carried out from four dimensions： the scientific nature of decision analysis, the feasibility of decision-making, the enforceability of decision implementation and the effectiveness of decision results, so as to facilitate the development of colleges more effectively.
