城镇化对农村家庭养老保障功能的影响

摘　　要：城镇化对土地、人力、资本、技术等的需求造成的生产要素自农村向城镇的单向流动,改变了农村的人口结构、家庭结构、经济结构和价值观,削弱了农村家庭的养老保障功能。城镇化背景下"重工轻农"的二元经济结构导致农业投入不足、农业经济低效、土地收益减少,土地对农民生存与发展的保障功能弱化。基于城镇化进程中农村家庭养老面临的困境,构建城乡经济和社会保障一体发展的制度体系,完善农村家庭养老功能外移的社会对接机制,不仅是农村老人生存权保障的必然,还是社会团结及社会公平的应然。The one-way flow of production factors from rural areas to urbanization to land, manpower, capital and technology, has changed economic structure and values, and in turn has weakened the rural background of urbanization, the dual economic structure of ＂industry urban areas, which was caused by the need of the rural population structure, family structure, family＇s old-age security function. Under the is more important than agriculture＂ leads to the insufficiency of agricuhural investment, inefficiency of agricultural economy, the decrease of land revenues and the weakening of the land role in peasants＇ survival and development. Based on the dilemma of rural families in the process of urbanization, it is necessary to integrate the urban and rural economic and social security system, and to develop social services for the elderly as supplements of family support for the aged. It is a necessity not only for the guarantee of subsistence rights of the rural elderly, but also for social solidarity and fairness.
