新型农村合作医疗保险对居民消费影响的实证分析

摘　　要：研究使用2011年和2013年中国健康与养老追踪调查(CHARLS)微观面板数据,运用固定效应模型、随机效应模型和混合回归模型分析新型农村合作医疗保险对我国农村居民的总消费、非医疗消费和医疗消费的影响。研究发现:新型农村合作医疗保险保障水平的提高对农村居民的总消费、非医疗消费和医疗消费均有正向促进作用。这说明,新型农村合作医疗保险保障水平的提高不仅有助于缓解我国高储蓄、低消费的现象,同时也有助于改善农村居民看病贵、看病难、有病不医的问题。因此,我国需要适度提高新农合的筹资标准和保障水平,促进保障待遇更加均衡。Using the China Health and Retirement Longitudinal Study（ CHARLS） micro panel data in 2011 and 2013,we analyze the influence of the New Rural Cooperative Medical Insurance on the total consumption,medical consumption and non-medical consumption of rural residents in China by the methods of fixed effect model,the random effects model and mixed regression model in this paper. The research shows that the improvement of the level of the New Rural Cooperative Medical Insurance can positively promote the total consumption,medical consumption and non-medical consumption of rural residents. The improvement of the level of the New Rural Cooperative Medical Insurance not only helps to ease the phenomenon of low consumption and high savings of China people,but also helps to solve the problem that medical treatment is difficult and expensive for the rural residents. Therefore,we need moderate to raise financing standards and medicare level to promote more balance medicare treatment.
