政府购买中的集聚现象：一个合作发生机制的分析框架

摘　　要：政府购买公共服务呈现出地域和部门差异,主要集中于部分地域的少数部门。这是为什么?受到哪些因素的影响?在广泛调研及比较的基础上,选取了上海市杨浦区政府购买公共就业服务作为典型案例,分析其发生发展的主要影响因素。发现三个条件在促成和促进政府购买中不可忽视,即环境条件、主体条件以及操作条件。这些条件中的大部分因素可以在资源依赖理论、交易费用理论以及合作的进化理论中找到依据,但是关键的发动因素是政府压力与官员动力方向的高度统一,从而使政府及其官员在应对各自面对的不确定性方面获得了统一;而分工明确的政府内部治理机制、伙伴式的外部合作机制则是合作顺利进行的基础。Government purchasing public services are different in different regions and different sectors, which is mainly concentrated in some areas and a small number of departments. Why is this？ What factors affect this phenomenon？ For the occurrence and development of Government purchasing public services, there are three conditions which should not be ignored, namely environment, subject and operation. Although most of these factors can be found in the existing theory, there is a key factor that is the consistency between government pressure direction and official motive power direction. That is to say, the government and its officials have become unified in dealing with the uncertainty faced by them. In addition, the exphcit internal governance mechanism and the equal external cooperation mechanism are the foundation of cooperation.
