摘　　要：大数据作为新的科学技术,从最终意义上决定经济基础和上层建筑,推动经济基础和上层建筑发生量和质的改变。大数据在深刻地影响和改变人们的政治生活、经济生活、社会生活和文化生活的同时,也带来相应的政治风险、经济风险、社会风险和文化风险,使风险社会增加了新的变数和变量。政治制度风险、社会治理风险和社会极权化风险是大数据带来的三个主要风险。警惕和预警大数据给社会带来的风险,寻找防范其风险的基本路径显得尤其重要。确立并坚持良好制度最高权威原则、个人尊严神圣不可侵犯原则、大数据利用公开并告知同意原则、利用大数据承担责任原则。构建大数据制度、个人隐私及其个人尊严立法体系、对个人隐私进行脱敏处理是应对大数据挑战的基本举措。As a new science and technology, big data determines the economic base and superstructure in a final way and promotes the alternation of eco- nomic base and superstructure in quality and quantity. Big data has deeply influenced on people＇s political, economic , social and cultural life. At the same time it also brings political, economic, social and cultural risks respectively, which increases the changes in quality and quantity. There are three risks which are aroused by big data： political system risk, social governing risk and social totalitarian risk. Therefore it is quite important to warn those risks and find the basic methods of warning the risks. Some rules should be set up and held on , such as the highest authority rules of good system, rules of sacred and inviolable dignity, rules of public using and announcing of big data and rules of taking on the responsibility of using big data. To form the big data system, set up the rule of law in personal privacy and dignity, carry on the desensitization treatment of personal privacy are the elemental meas- ures to encounter the big data challenges.
