摘　　要：[目的/意义]在恐怖主义将网络空间作为第二战场的背景下,构建网络反恐知识库,为实际网络反恐工作提供知识查阅和决策参考。[方法/过程]通过学习已有机构知识库构建方案和网络反恐研究资料,运用DSpace的三层架构,从本体知识库的形成、知识库的设计流程和知识库的功能模型构建出网络反恐知识库模型。[结果/结论]运用编程语言和数据库完成网络反恐本体知识库构建,并做出简易原型知识库系统。系统记录网络恐怖事件和组织反恐知识,通过查阅和浏览网络恐怖事件和应对方案为反恐机构决策提供参考。[ Purpose/Significance ] Cyberspace has become the second battlefield for counter-terrorism. Constructing an Intemet counterterrorism repository will provide a reference for knowledge retrieval and act as a decision-making support. [ Method/Process] Based on the construction plans of existing institutional repositories and the Intemet counter-terrorism documents, using the three-tier of DSpace, this research constructs an Internet counter-terrorism repository model from the ontology repository formation, repository design process and functional model construction of repository. ~ Result/Conclusion] The research uses the programming language and database to construct Intemet counter-terrorism ontology repository and constructs a simplified prototype repository system, which helps to systematically record the Intemet terrorist incidents and organize counter-terrorism knowledge, and provide references for counter-terrorism agencies＇ decision-making by looking up and looking through Intemet terrorist incidents and response options.
