摘 要:由于诸多外部因素的干扰,我国社保经办部门人力资源管理存在着经办人员结构欠合理、编制外人员缺乏分类管理、基层经办人员保健激励不足、人员专业化培训滞后等困境。社保经办部门人力资源管理与服务的不断完善和优化,是我国社会保障事业实现国家治理体系和治理能力现代化的重要内容。相关部门需要科学配备社保经办人员、完善经办人员分类管理、完善激励保健机制、重视专业人才队伍培养。Due to the interference of many external factors, there are some difficulties in the human resource management in the social security operation institution in Chinathe unreasonable structure of staff,the lack of classification management of the non - permanent staff, the lack of motivation of staff at the grassroots lev-e l , and the inadequate professional training of staff, etc. The continuous improvement and optimization of hu-man resource management and service in the social security operation institution is an important part of the re- alization of the national governance system and the modernization of the governance capability in China's so-cial security undertakings. Suggestions to solve the problems are : scientific staffing of social security operation institution, improving the classification management of staff, improving the incentive mechanism for staff, strengthening professional personnel training.
