摘　　要："院为实体"改革对增强高校发展活力,建立和完善现代大学制度,推动世界一流大学和世界一流学科建设具有十分重要的作用。"院为实体"改革涉及学校与学院在"人""事""财""物"等方面的权力划分,且在实践中权责须相配统一。通过借鉴国外一流大学的相关经验,为进一步实施"院为实体"改革提供方向和指导。"院为实体"改革可分三个阶段进行:明确各级权力,分级进行管理;分级开展预算,分批进行试点;校院协议授权,完善监督体系。The reform of 'college as entity'plays a very important role in enhancing the dynamics of the development of universities,setting up the modern university system and promoting the construction of world first-class universities and first-class disciplines. This reform involves the division of power between the universities and colleges in 'personnel management','teaching and research','finance'and 'assets',and the power and responsibility should be unified. Drawing lessons from the experience of first-class universities in foreign countries provides direction and guidance for further implementing 'college as entity'reform. This reform can be carried out in three stages: it needs to clarify the power and responsibility between the universities and colleges,and implement graded management; then it requires the separation of budgets,and launch of the pilot projects; last but not least,the universities and colleges should sign the licensing agreement and improve the supervision system.
