基于综合生态系统管理理念的流域环境管理体系探析——以巢湖流域水污染防治为视角

摘　　要：流域是一个自然——经济——社会复合生态系统,流域管理必须从整个流域全局出发,统筹安排,综合管理,合理利用和保护流域内各种资源和环境要素之间的关联,综合利用法律、行政、宣传教育等多种手段,优化机构设置,创新管理体制和运行机制,协调各方利益。基于此,流域管理体系必须是"一个全面、两个统一"的管理机构及其运行和协调机制。巢湖流域通过政府及其环境部门、巢湖管理局形成了纵横结合流域管理与区域管理相统一的管理模式。但巢湖流域管理体系运行中存在职权冲突的风险,因此,必须通过政府善治严责协调,跨区域有效合作,绿色政绩考核和追究环境法律责任,完善公众参与等路径予以克服和完善管理效能。River basin is a natural, economic and social ecological system. Watershed management must start from the overall situation of the entire basin. It needs to make an overall arrangement with integrated management, rationally use and protect the associations between watershed resources and environmental factors. Also, it is necessary to comprehensively use many ways including legal, administrative and educational ways to optimize the organization, innovate the management system and operational mechanism, and coordinate the interests of all parties. Based on this, the basin management system must be the comprehensive and unified management organization and operation and coordination mechanism. Through the effort of government of Chaohu and its environmental departments and Chaohu administration, Chaohu lake basin has formed a unified management model of the vertical and horizontal integration of watershed management and regional management . But in the Chaohu lake basin management system, there is the risk of conflicts. Therefore, it is important to turn to the good governance of the government and the coordination, effectively cooperate across the regions, carry out green performance evaluation, investigate the environmental legal liability, and improve the ways of public participation to promote the management efficiency.
