摘　　要：医疗质量与管理是医院管理中一项复杂的系统工程。随着医疗质量管理工作的深入及信息技术的发展,在质量管理信息系统中实现分层级管理显得非常必要。立足分层次管理理论,结合医院新建的医疗质量管理系统,从组织体系设计、用户需求分析、权限管理、全用户功能实现四个方面进行用户功能建设,满足不同用户层级的医疗质量管理需求,从而保证医疗质量不断得以改进。Medical quality and management is a complicated systemic work in hospital management. With the development of medical quality management and information technology, it becomes more necessary to realize hierarchical management in the quality management information system. Based on the hierarchical management theory, combined with our hospital newly established medical quality management system, this paper discusses how to construct users＇ functions from 4 aspects： organization system design, users＇ requirement analysis, authority management and users＇ function realization. It can meet the needs of different levels of medical quality management, therefore ensuring continuous improvement of medical quality.
