摘　　要："道德风尚和伦理状况基本满意,但幸福感不强""道德关注与评价转向公共生活,但个体焦虑感显著攀升""道德立场转向个人本位,不良个人主义有所蔓延"是当下江苏公民道德发展中的三大显著特征。政府要有效推进公民道德发展,必须首先克服"主体知德不行""投入大见效少"这两大棘手难题,从"促经济保公正""严官德行示范""强制度保德福"这三大关键点入手,实现自身与公民的高效互动。The moral condition is basically satisfying, but the feeling of happiness is not strong. The moral concern and evaluation has shifted to the public life, but individual anxiety remarkably rises. The moral position turns to individuals, while bad individualism has spread. These three are obviously features of the current Jiangsu citizens＇ moral development. If the gov- ernment wants to promote citizen moral development effectively, it has to overcome following difficult problems： the citizens know the moral but refuse to act; the government has invested much but has achieved few effects. Based on the three key points of promoting economic justice, demonstration of upright officials, and strengthening institutions to guarantee the moral and hap- piness, efficient interaction between government and citizens can be realized.
