摘　　要：医疗保险信息系统是医疗保险政策执行和业务经办的重要载体。由于历史、政策、机构和管理上的多种原因,目前医疗保险信息系统在建设上存在碎片化的客观现象。造成财政重复投入、服务水平不一、系统建设复杂等问题,也为省级集中式一体化系统建设带来巨大障碍。本文从政策、管理和技术等要素入手,分析当前系统建设存在的差异和所引发的问题,在总结具体根源后提出相应建议。Medical insurance information system is an important carrier for the implementation of medical insurance policy and services. Considering of historical, policy, institutional and management situations, the current medical insurance information system is technically fragmented. The system fragmentation causes some problems such as repeated investment, service difference, heavy construction of the system, and also bring great obstacles to the construction of the centralized medical insurance information system of Guangdong. This paper discusses the factors of policy, management and technology, then analyzes the problems of the current system construction Finally, it results some advices for reducing system fragmentation of current medical insurance information system.
