摘　　要：由于科学技术的进步和收入水平的提高,广大群众就会把更多的时间与金钱用于休闲,这反映了市民逐步告别重体力劳动,从解决生存问题为目标走向提高生活质量的阶段,反映了人的自我发展和自我完善。注重顶层设计、挖掘文化内涵和加强监督考核,将是长沙市文化休闲产业发展应该特别关注的问题。Because of the progress of science and technology as well as the increase of the income, the masses will allocate more time and money to leisure activities, which reflects that people are gradually being free from heavy physical labor, and are stepping into the stage of improving life quality from the lower stage of solving survival problems. It also reflects the self - development and self - perfec-tion of human beings. Focusing on top - level design, digging cultural connotation and strengthening supervision and assessment will be the problems which should be specifically paid attention to for the development of cultural leisure industry in Changsha.
