摘 要:"用工荒"自东南沿海蔓延到中西部地区,已经在制造业、服务业、食品加工业等劳动密集型的行业产生重大影响。协同治理强调政府和企业有序参与到"用工荒"的化解途径中来,能够使得社会治理效果更加突出。解决"用工荒"之道,关键在于政府和企业的协同合作,政府引导和约束企业行为,企业配合政府提高自身技能,从而找到缓解"用工荒"的途径。"Labor shortage" from the southeast coast to the central and western regions, has a significant impact on the manufac- turing, service industry, food processing industry and other labor-intensive industries. The cooperative governance stressed that the gov- ernment and enterprises are closely related to the "labor shortage" and deal with the problem together, which can make social gover- nance effect more prominent. This paper analyzes the reasons of the "labor shortage" of the enterprise, as well as points out that the key lies in the cooperation between the government and the enterprises. The government guides and restrains the behavior of the enterprises. The enterprises cooperate with the government to improve their own skills so as to find a way to alleviate the "labor shortage".
